OF THE EXTENDED FORUM OF ALBANIAN FEMINIST MOVEMENT
ACTIVISTS AND RECONCILIATION MISSIONARIES
IN SOUTHERN DISTRICTS

FOR THE PROTECTION OF WOMEN AND OF THE CIVIL SOCIETY FROM THE MASCILIST VIOLENCE OF ALBANIAN POLITICS

The extended forum of Albanian Feminist movement activists and reconciliation missionaries in southern districts, held today
on March 14, 2004 in Fier-Shegan commune


DECLARES THAT:

The national initiative for the reconciliation of families and liberation without any conditions of isolated children and women, started on May 22, 2003, has enabled 670 families involved in conflict in the southern districts to resolve the conflict through legal ways and not allow any family to get isolated.

The entire activity of the reconciliation missionaries in the southern districts is guided by the National Reconciliation Committee strategy for recognizing and respecting the authority of the legal state and establishing in each village, commune and town working groups composed of governmental and education officials, and mediators.

In the north of the country, in particular in Shkodra, the initiative is facing situations where the mentality of blood feuds is stimulated by individuals and suspicious rival groups proclaimed as “reconciliation missions” which use the media to exaggerate the phenomena and misuse the term blood feud personal benefits. Victims of this misinformation are also recognized individuals of the public opinion for human activities, representatives of the state, diplomatic bodies and donors.

The Albanian Feminist Movement, against violence, abuse and mascilist ruling, lead by the Women’s forum of the National Reconciliation Committee has found the full support of the religious community, International organs, President of the Republic, Chairman of the Parliament of Albania, women’s organizations in the districts and the majority of Albanian parliamentary members.

The National Conference Resolution for encouraging the Albanian Feminist Movement, dated 23 November 2002, has become a platform for the activity of most of the non-governmental organizations operating in the sector.

The movement is facing opposing tendencies that derive from the mentality of the society, as well as the connection of political representatives with organized crime. The dominance of men with over 90% of the private, social, political life and of the parliament and civil administration, has increased corruption and organized crime.
The traditional mentality and domination of men in politics and society has caused violence, tragic events, ego for power, thrive to get rich immediately, corruption and organized crime.

The average age of Albanian population is young, 65% is under 40 years old and 52% of this age group are women. This confirms that approximately one million young girls and women, the most active part, are isolated and the community does not use their capacity. In the majority of Albanian families, women feel inferior due to the mentality of the society , as well as their lack of engagement in the political life.

The organizations for the protection of women’s rights have not been able to be critical towards this and attract the public opinion attention. Women’s political forums are under the rule and leadership of men of their parties. Civic opinion does not recognize yet issues related to culture and equality between genders because women’s organizations have made inefficient publications and formal activities.

The conference condemned the creation of NGO-s by politicians and state representatives related to organized crime, by expanding their monopolies in the business sector as well as international donations.

The conference underlined that, since 1991, the international community has given over 1 billion dollars to the Albanian civil society, but the country and the society have experienced more regress.

25000 girls and boys, who have completed their university studies, are searching to emigrate outside the country because they are not offered to work for the civil administration, which is overcrowded with political militants. The civil society has not been able to attract these youngsters with concrete engagements.

Albanian political parties are interested to overtake the civil society movements and initiatives by politicizing them, making them inefficient as well as using women’s and youth forums in the political parties to achieve the party leadership of men.

The forum appeals to the representatives of international community to analyze with responsibility the difficult situation that the Albanian society is confronting and to go on with their contribution for the integration of the Albanian people in the European Union and the Euro-Atlantic Alliance.
