On the verge of the first anniversary of Kosovo’s Independence

A letter that is still timely after 10 years but was not accepted before the war.

The following letter was sent to the members of the Albanian and Yugoslavian Parliaments on June 23rd 1998 aiming the warless resolution of the conflict about the independence of Kosovo. The president of Yugoslavia and the French diplomacy were the first to react in support of the idea. However the debate should have started by the Albanian Parliament. Also the chairmanship of the Albanian Parliament, with maturity, put the letter in front of the members of the parliament asking for a debate about it. Unfortunately all the members avoided it. The only member that tried to raise a debate was Mr. Limoz Dizdari, who was not supported by any other discusser. The lack of responsibility and commitment, a year later brought only war and victims for both parties. Now the solution is what we were asking for, before the war started. Committee of Nationwide Reconciliation and the staff of Magazine “Law and Life” considered it necessary to publish this letter also as a homage for the people that lost their lives in this war ten years ago

We address you bowing in deep respect as representatives of our two peoples. The tragic events in Bosnia, Chechenia, Albania and recently in Kosova as well as in many other regions of the world, where there are tendencies which stir up ethnic conflicts, destruction of national cultures and severing of traditionally good relations between the peoples and religious beliefs, have obliged us to undertake responsibility actions in protection of these values. Concerned on the political movements, which nourish such engagements we want to express regret that our two peoples and their leaderships fail to understand the situation.
The war between Serbs and Albanians is stirred up against both sides. We should be aware of fact that the victory through war is not a victory and does never resolve the peace issue. They who plan and want this war are under the pressure of primitive hatred both against Albanians and Serbs. Unfortunately, even in the modern Europe still exist the racial and religious distinction, instigation of phobia instead of love and unity which help establish a lasting peace. Diversity of cultures and religious beliefs we have is the variety and treasure we should be proud of and convey this as a message to other peoples in continents, especially in the East which is still under the ideas of "Unique religious settings."

Albanians and Serbs should see their common future and be free, consider it their country and welcome each other both in Belgrade and in the Adriatic shore. We should say no to ideas for the "Destruction of Albanian space as a country particularly Islamic" and "Shrinkage of borders of the Slav people of Serbia". Peoples do not know what is planned in political backstages but it is a duty to denounce these. Aiming at protecting the values of national cultures and stimulating traditionally good relations we cannot build bridges of friendship without your help. On January this year, our Foundation, warning of predicted situation, we addressed the representatives of the Diplomatic Corps in Tirana and the Albanian state leaders with the same concern we are addressing you. For that reason we have planned and proposed an international conference in Tirana "On the coexistence of Cultures and religious beliefs in the Balkan region", whose project we have sent to all participating countries and will present it to you.

Unfortunately, unimaginable amounts of money for peoples, are put at the disposal of war propaganda, others are at the hands of traffickers to topple and hold political powers destroying the future of our peoples. When it is the case to protect cultures and peace we notice with sorrow that less efforts are undertaken by peoples and particularly by their governments. Through this letter we propose you the creation of two parliamentary groups which, in cooperation with representatives of the Albanian and Yugoslav state recommend possible way out to stop war. If you accept our proposal we are ready to give our part of contribution through ideas and lasting alternative, with representatives of science, culture and art joining with colleagues of other nationalities in these groupings. We express our solidarity and will back all the initiatives you are undertaking to unite peoples in a new Europe, to protect and integrate cultures. We sincerely wish you to mark a turning point in the history of our peoples and undertake economic and political reforms without causing tragedy such as the one experienced by the Albanian and Bosnian people.

We would like representatives from Montenegro and those of the Macedonian and Greek parliaments be present in this initiative.

Hoping you have understood us and be together for peace and happiness of peoples.
