TITLE:
TO PREVENT KILLINGS ORIGINATED BY REVENGE
AND BLOOD FEUD
AND RESPECTABILITY OF LEGAL STATE'S AUTHORITY



1 SUMMARY OF THE PROJECT

The Project:
It is complied according to the strategic plan approved in the First Congress of the Reconciliation Missionaries, on February 26. 2001, and in the common declaration of the representatives of all the villages in North of Albania mustered, on June 14 2001, in Puka. In these popular meetings, mustered according to the tradition of taking decisions by the representatives of all villages, was decided: “Respectability of legal state’s authority and leaving the responsibility only to the guilty person to be penal persecuted by the state, setting free all the fastening families, public denunciation of weapons, drugs and women traffickers”. By applying this decisions are set free 60% of the families in the districts of Kukes, Has and Malesia e Madhe and 100% in the districts of Mirdita and Dibra. The Project, through this positive tradition, supports the protection of the human rights according to the United Nations Charter and the efforts of OSCE for the stability and integration of Albania in European Union. It is compiled in conformity with their standards and their requests and will be fulfilled in cooperation with state institutions, political parties, religious beliefs and all NGO-s that have signed the Declaration of Cooperation in Puka. All the reconciliation associations have embraced the ideas, the program and the strategy of the Committee of Nationwide Reconciliation. The project is compiled with the proposal of most of them and it was upheld by the political parties, which have signed the Cooperation Act with this Committee. The Committee of Nationwide Reconciliation has the task forces in every village, made up by three persons: a teacher, a representative of the local power and a mediator.

Conflictive and blood feud situation after 1990:
With he beginning of transition in Albania was spread the phenomenon of weapons, women and drugs traffic and also the killings for revenge and blood feud, not only in north of Albania where has existed the governing of canon, but even in south. By accomplishing self-judgment are taken the lives of thousands of Albanians, depriving the joy and happiness of the families, especially women and children, are forced to fast in order to escape murder. Before Puka's Meeting, on June 14 2001, more than 150000 houses had got guns (today about 100 000) and there were 2500 families in conflict (today 1376). Organized crime has under control 30 000 women and 4000 person under-aged that are exploited by the traffickers, there are 450 children that can't go to school as well as 1300 persons gone abroad to hide from the killer.

The main causes are:
The organized crime, the disorganization of society; political, economical and spiritual crises and also the non-function of the legal state. Only 7% of the killings are motivated by old feuds before year 1945, while the others came as a result of tragic events and new conflicts. This phenomenon was especially urged after the happenings of 1997, when the population took many guns. In this year was seen as necessary the creation of the Committee of Nationwide Reconciliation, which is composed by representatives of several missions, NGO-s and the most esteemed personalities of social, political and scientific life, that aims the creation of a common and long-term strategy for prevention of social conflicts, murders for revenge and blood feud and respectability of legal state’s authority.
The Committee is working under traditional collective responsibility, in community for abandonment of the old canonic norms, respectability of state’s authority, reconciliation and setting free the fastening families, public denunciation and isolation from society of weapons, drugs and women trafficker. The project will be fulfilled all over Albania. The support it has in people and reputation of Committee of Nationwide Reconciliation makes possible to reach this goal.

COOPERATION

Missions of reconciliation - Act mainly in Tirana, Shkodra, Puka, Mirdita, Berat and Fier where the Committee has its representatives. Missions are founded in 1994 (as a single mission) and registered in Tribunal in 1995. After 1997 it was divided into groups for administration reasons and different viewpoints. Their proposal for creation of the Committee was done in conformity with the need of a common strategy..
Yes Albania: (Young Europeans for Security- Albania). It is a branch of Young Europeans for Security with center in Denmark, but acts as an independent branch in Albania. It has fulfilled important projects and has cooperated with Committee of Nationwide Reconciliation
Righteousness and Peace: It is created in May of 1996 and it is registered in October of 1997, it is managed by the Franciscan Frats with center in Shkodra and supported by CRS, Albanian CARITAS and CORDAIT Holland.
Academy of Sciences: Main representatives of the Academy are members of fundamental board of the committee. They have given a great contribution for organization and realization, by the Committee, of two national important activities. During 2001: On June 4 in the meeting with representatives of clergy and intelligence "On Role of Religion for Emancipation of Society" and on September 28: in the meeting with national intelligence, civil society and medias: "For a Common Front with the State Against Crime".


Time of realization (one year).

Project is foreseen to be completed in two phases:
First phase: A 3 months period-Includes: Identification of the problem; gathering and systematization of the data; Making sensible all factors for cooperation; The establishment of operative structures and coordination centers; The Call of meetings with people in 23 districts. in support of declaration and decision of Puka's Meeting, undersignment of ultimate declaration for setting free of the fasted persons. Assignment of representatives for execution of this decisions, edition and distribution of public lea-flats and of magazine "Law and Life".
Second phase: A 6 months period- includes the execution of all agreements remained unrealized from the first phase. Spiritual and psychological rehabilitation of children, young and women traumatized by killings and fastening. Making sure the continuity of the project in service of stability and integration.

2. DESCRPTION OF NEEDS

a) Killings for revenge and blood feud are a very sharp social phenomenon that is continually bringing the deepening of the conflicts in Albania.
b) Until now, smoothing down the conflicts is made with canonic method of reconciliation that does not stop the phenomenon of blood feud but gives him institutional value.
c) Decision of representatives of northern villages, in Puka on June 14, must be encouraged and supported by all political factors and by the International Community.

3. JUSTIFICATION

The accomplishment of the project promovates:

a) Estimation of life as fundamental right of humans foreseen in all international conventions.
b) Cohabitation in community and the feeling of collective responsibility for security and establishment of the future.
c) Respectability of law as index of advanced society and guaranty of progress.


4. THE PROJECT'S TARGET

Preventing of killings for revenge and blood feud and respectability of legal state's authorities.


5. OBJECTIVES

The first phase

• Identification of the problem, gathering and setting in order the data;
• Making sensible all the factors for cooperation:
• Forming the structures of operation:
• Fulfillment of meetings and agreements with villages' representatives in all districts in order to support the Law and to set free the fasteners according to the decision of Puka's active.
• Publication of the results of the first phase.

The second phase

• The fulfillment of unrealized agreements in the first phase.
• Spiritual and psychological rehabilitation of traumatized children, young and women because of murders and fastening.
• The continuity of edition and distribution of the magazine "Law and Life".
• The insurance of project's continuity in service of stability and integration.

6. THE AIMED GROUP

• The population of most problematic districts:, especially areas that have more guns and the families having blood feud conflicts.

7.EXPECTED RESULTS


By fulfillment of the project during two phases will be achieved these results:

• Respecting the institutions of legal state.
• Leaving the responsibility only to the guilty person and setting free the families and the innocent persons.
• The opinion will be conscious for abandonment of old canonic norms and resolving of conflicts referring only to the Law.
• Making conscientious the opinion for denouncement of women, guns and drugs traffickers.
• Stimulation of collective responsibility for taking decisions to resolve the sharp social cases.

• Frequentation of the school by all the children that have been fasted.
• Improvement of social situation and reconciliation of the families that are in conflict.
• The declines of killings for ordinary motives for revenge and blood feud
• Creation of understanding and co-habitation clime in community.

9. ACTIVITIES

First phase

For objective Nr.1 (identification of the problem, gathering & setting in order the data)

1. Gathering data

• Investigation in terrain;
• by Organs of Public Order;
• by Organs of local Power;
• by Directories of Education;
• by associations and Missions of Reconciliation;
• by monitoring of media;


2. The elaboration:

• The creation of task forces, made up of three specialists (psychologist, the specialist of crime and sociologist)
• The determination of the areas with more guns and families in conflict.
• Creation of a file for every conflict and zone.
• Computerization of data


3. Analysis

• Studying of files
• Indication of persons to be questioned and interviewed.
• The appointing of number of persons and families that are treated.

4. Drawing causes and effects and compiling of recommendations about ways of resolves.

• Causes of keeping and non-surrendering the guns.
• Economical and cultural level of families.
• The determination of kind of conflicts, included the familiar circle.
• Sources and causes of conflicts, the consequences, the attitude kept after the conflict.


5. The determination of problematic areas.
• The areas, which preserve and "reason" the keeping of guns.
• The families that does not accept the reconciliation.
• The families that cannot afford the living conditions.
• The needs for emergent relief

For objective nr.2 (Making sensible all the factors for cooperation)
• Presentation of the situations to the relevant state instances.
• To make known the decision of active of Puka to the opinion for respecting the authority of legal state, leaving the responsibility only to the guilty person to be penal persecuted by the state, public denunciation of women, weapons and drugs traffickers. (Press conferences, articles in mass media, and talk-shows in TV. Edition and distribution of special leaflet and magazine "Law and Life").
• Round table with representatives of intelligence and religions in every district. National meeting for encouragement of medias and Nationwide conference: "For European State and Society". (special project).
• The undersignment of cooperation acts with representatives of political parties, religious beliefs, organs of local power, organization of war veterans, organization of political persecuted persons, representatives of local media, organs of public order according to the agreements signed in Puke.
• Recognition of terrain with People's Advocate and representatives of local Power.

For Objective nr.3 (Creation of operative structures)
The Project's Structure will be:

Steering group
1. Director of the project (General manager). Full-time
2. One project officer. Part-time.

Task force
1. Local Coordinator (full-time)
2. Special mediators. (part-time)
3. Specialists: Sociologist, analyst of crime and psychologist.

Duties
1. Director of project
• Takes part in compiling of project.
• Leads the activities for fulfillment of the project.
• Is responsible for expenses and orders the needed financial operations.
• Analysis continually the proceeding of the project and gives the respective instructions.
• Determines and observes the terms of accomplishment of the activities.
• Reports to the administrative board every 15 days about ongoing of the project.
• Keeps in touch with donators.

2. Local Coordinator
• Control the work of the specialists and organize the activities in terrain.
• Compiles plan-activities in support of the project.
• Makes the documentation of the activities.
• Liquidates the expenses according to director's orders.
• Activates the human sources.
• Coordinates activities with relevant NGO-s.

The activities are organized and followed by two operative offices- one in center (in Tirana) and the other one in environment of implemented areas.
In every district there are representatives of committee, which organize and support the project by mean of activating the mediators and triple task forces in villages.

For Objective nr.4 (The Call to meetings of villages' representatives in every district foreseen in the project, to support the decision of Puka's active)

In meetings will participate:
• Representatives of parties that are in conflict.
• Representatives of political parties.
• Representatives of religions.
• Representatives of local power.
• Representatives of organs of public order.
• Representatives of war veterans.
• Representatives of politically persecuted persons.
• Representatives of local and center media.
• Representatives from local missions of reconciliation.

The meetings: - Will present and approve the declaration of Puka's active.
- Will support the activity of committee's groups in villages and give them the duty to execute decisions in name of district's active.
- Will approve the terms of act-agreements fulfilling the agreements.

For Objective nr. 5(Achievement of agreement of parties that are in conflicts, setting free without conditions all the fastening families).
• Realization of the meetings of representatives of the committee with the families that are in conflict
• Evidencing the problems that are brought up and pretensions of the damaged party for obligations of the guilty party.
• Proposal of liquidation of the obligations with useful work for the community.
• To give the necessary help to the sharp economical problems.
• The determination of date for undersignment of acts for reconciliation and determination of the obligations.
• Establishment contacts with “hot” areas that have more guns and where happen much more killings.
• Observation of ongoing of talks for fulfillment of agreements.
• Establishment of contacts with the persons who have the influence upon community.

Second phase:
A 6 month period-It includes the fulfillment of all the achieved agreements to set free the fasteners(which are not fulfilled during the first phase); spiritual and psychological rehabilitation of children, young and women traumatized because of blood feud and fastening(special project); the continuity of the edition and distribution of the magazine "Law and Life"(special project); insurance of the continuity of the project in service of stability and integration.

The activities of the second phase will be adapted with the project according to the ongoing of the activities in the first phase.

10. PROJECT'S METHODOLOGY

- The project will be fulfilled using the method of taking decisions with total support of the community.
- Activating the co-ordination of work with all influential factors.
- There will take part the state instances, The President, Parliament, Government, Ministry of: Public Order, Local Power, Education and Science, Culture Youth and Sports, Justice, Work and Social Protection, Trade and Economic Cooperation (for Stability Pact).
- Through cooperation with representatives of political parties, religious beliefs, organs of local power, medias and coordinated Ngo-s will be fulfilled the growth of their authority and role in education of the society.
- In order to be as effective as possible will be achieved the total support of the people by means of meetings with sensible and decision-taking character.

Project will be leaded by the Committee of Nationwide Reconciliation through board, executive director and the activity of central office that will:


- Organize, lead, and ménage all the activities planed on the project.
- Appoint the strategy, terms and the way of realization.
- Administrate, distribute and publish all the datas.
- Coordinate the work of central office with activities in terrain.
- It will fulfill the observation of the activity by mean of a clear graphic.
- Observe the activities of local coordinator, of special mediators and of project's officer by mean of daily, weekly and monthly plans of work.
- Compile all the materials needed for the interviews and investigations.
- Plan and fulfill the other activities to complete the long-term strategy for reconciliation, cohabitation and integration in European society.

11. TIME LIMIT OF THE PROJECT

The project will be fulfilled in two 6-months phases; First phase will be determinant and will be continued without interruption by the second phase, which will be planed according to ongoing of the activities of the first phase.

12. MONITORING AND EVALUATION

For monitoring of the project will be done with the method of direct observation and controls in terrain inviting the participation of the donators. In this process will be included representatives of state's institutions and partner NGO-s.
In reports of daily work will be noted and the evaluations done by the partners and the observers during the work and also all voluntary contributions of the activists.

EVALUATION

The evaluation for the ongoing of the project will be done by givens taken from raised structures for the implementation and groups of monitoring. Evaluation of the results will have as base the concrete situation in terrain. It will be done one time in a month in common analyze with donators and partners.

The Foreign Affairs Ministry of Royal Norway has supported this project with 300000 NOK, by realizing 650 families in enmity in South of Albania to accept solving the conflicts by legal ways.
The Committee of Nationwide Reconciliation is grateful to the Foreign Affairs Ministry of Royal Norway and hopes that with the further cooperation with this ministry we will realize the reconciliation of all the over mentioned families.
